Information technology (IT) programs are the most commonly adopted management structures applied to large scale or complex system implementations. However, IT programs still fail to meet strategic objectives set forth by organizations. Often, the failure is attributed to inadequate efforts to accomplish goals by individual project managers, resulting in a disconnect between the goals set forth by management and the implementation by members of the programming team. To consider the veracity of this argument, we utilize goal theory to build a unique model on the antecedents of goal accomplishment effort. This is implemented through an IT program which incorporates both program goal formulation and program goal commitment. Most importantly, we argue that a higher degree of program goal formulation and program goal commitment are associated with greater overall program goal accomplishment efforts, which, in turn, delivers an IT system that functions better for businesses. Based upon a survey of 119 IT implementation programs, the results support the proposed theoretical model. The results show that effort towards overall program goals is a key mediator between program goal formulation, program goal commitment and the business functions that IT can facilitate. |
