美國中立政策之探討

A Review of the U.S. Neutral Policies

美國立國之初，是個脆弱的國家，又如驚弓之鳥，對於歐洲的事務不敢輕忽，因為與國家發展息息相關，但是又怕被捲入歐陸的紛爭，因此產生了孤立主義的心態和外交原則，而表現在外的作為是中立政策，是美國處理外交事務的最重要本質之一，因此有人稱孤立主義是美國外交政策的DNA。本文的目的在理解美國中立政策的歷史發展，並探討其原因與影響。透過既有文獻回顧，輔以未來學之多層次因果分析法，我們發現美國的孤立主義與中立政策，是美國自建國以來的關鍵策略，從建國之初百廢待舉，必須休養生息與培植國力，孤立主義和中立政策是明哲保身，確保國家平穩發展的理性抉擇，是帶有防衛性質，抵擋歐洲大國侵略，維護美國獨立並發展民族工業的策略。孤立主義和中立政策是美國長期的外交準則，在其獨特的發展歷程中，帶領美國逐步邁向強權之路，如同美國的大國崛起途徑一般，存在許多外人難以模仿的條件與時空背景。

The United States of American was a weak and fragile state right after independence, worrying with being involved with European power struggles. Therefore, it upheld isolationism and adopted neutral policies on foreign affairs. This paper is aimed to do a historical review on its neutral policies development. CLA of futures studies is used to analyze the different layers of causes of this essential policy of the U.S. government. The finding suggests that the American exceptionalism, manifest destiny play significant roles in shaping and pushing neutral policies. And the way it utilized such a skillful policy is not easy for others to intimate given its national development path is so unique.
