我國營造業協議組織運作現況之調查、分析及建議

Survey on Taiwan’s Coordinative Organization Operation in Construction Industry

營造業為發生職業災害嚴重率最高之行業，且發生災害罹災之勞工多屬再承攬事業單位，對於營造工地中共同作業之事業單位，負擔彼此間縱向與橫向分工合作、溝通㈿調之㈿議組織，事業單位一直無法有效建立妥適之管理運作模式，造成營造業職業災害發生率居高不下。有鑑於此，本文針對目前國內各營造事業單位進行調查、分析，以了解目前事業單位進行共同作業及㈿議組織運作之現況及遭遇之問題，研究發現營造事業單位之安全績效與㈿議組織之運作息息相關，最後建議若干㈿議組織改進措施以供參採。

The severity rate of injuries in the construction industry has been the highest among all industries. Most of the injured laborers, who work in the construction sites, were employed by the sub-contractors. A coordination-organization is responsible for the cooperation and communication among the co-contractors in the same construction site. However, many companies have not well operated the coordination-organization. A questionnaire was conducted to explore the problems and difficulties among the operations of these coordination organizations in construction sites. From the analysis of collected questionnaires, some suggestions have been proposed to improve these organization operations. It is found that the operation of a coordinative organization is associated with the good safe practice in construction sites.
