區域經濟整合之利弊與國家角色

The Role and Function of the State or Government in the Course of Economic Integration

自20 世紀中期以來，區域經濟整合風潮在世界各地鵲起。區域經濟組織的形成，不論是加入區域組織的國家或地區或非區域內國家或地區都會遭受衝擊。雖然對區域內成員國其最終影響在各項衝擊因素互相消長下，並不一定有利，然而，區域經濟整合由於勞務、財貨、人員與資金能自由流通，因而達到「人盡其才、物盡其用、貨暢其流」的完美境界，但其負面影響或弊害為何，本文擬進一步探討與分析。本文研究目的，主要是探討區域經濟整合中，國家與政府所扮演之角色與功能，亦即透過國家與政府之協調與努力，使本國在區域經濟整合中「趨利避害」之機制與可能。

Since the middle of 20 century, the web of regional economic integration have been in boom. The formation of the regional economic integration will impact largely upon the relative countries and the others. Especially, the memberships of economic integration may not have certain benefit under the influence of many factors interacted. However, the regional economic integration may reach the perfect status of the free exchange of labors, goods and capital from various countries. The purpose of this paper mainly discussed research the role and function of the state or government in the course of economic integration. Namely, the mechanism and possibility of smart strategy relies on the coordination and endeavor of government in the course of economic integration.
