Legal culture-- the ideas, attitudes, values and opinions about law held by people in a society-- can be liken to a large building with many rooms and corners, which is continually decorated inside and outside. Thus, it is impossible to catch images of all parts of this building from all different angles in one treatise. In this sense, any general narrative has its limitations and a case study may be advisable. By describing and analysing the birth of Road Traffic Legislation (Amendment) Bill 2008 of Hong Kong Special Administrative Region (HKSAR), this paper is an attempt to lead the readers to “participate” in the legislative process so that they can savor the legal culture of Hong Kong. |
