For indigenous elderly to age locally the Council of Indigenous Peoples has promoted Community Day Care Centers for Indigenous Elderly Program (henceforth CDCCIEP) and collaborated with local organizations to overcome shortage of resources, language restrictions, and cultural differences. So far 99 stations have been established since 2013 to take care of the elderly. This paper studies the differences of Presbyterian Churches, community development associations, and nonprofit corporate organizations in Nantou County in terms of how CDCCIEP is implemented in 2013 and reaches the following conclusions. First, care services for the elderly were initiated in Nantou County after 921 Earthquake which occurred in 1999. Secondly, different regulations of organizations and member participation result in differences of implementing CDCCIEP, and finally, implementation models can be divided into oligarchic leadership and team works. |
