Comprehensive Handling of Internet Detrimental Information in Accordance with Law

整治理互聯網有害信息是維護網路安全和健康發展的重要舉措。在全面推進依法治國的背景之下，必須將治理互聯網有害信息提升到法治的高度；針對互聯網有害信息傳播方式的隱蔽性、傳播時間的即時性、傳播空間的跨界性和傳播受眾的廣泛性等特徵，治理應遵循“依法綜合治理”的路徑。互聯網有害信息的依法綜合治理在基礎層面，應當以相應的法律、技術、體制基礎為保障，通過民事賠償、行政處罰、刑事打擊等多種法律手段的綜合運用，調動國家管制與市場主體自律、社會監督、國際合作等主體的廣泛參與加以實現。

Handling detrimental Internet information is the critical approach to maintain internet safety and its healthy development. Under the background of comprehensively promoting rule the country by law, it is a urgent necessity to elate handling detrimental internet information to the level of rule of law.
