The EU Policy towards Ukraine

烏克蘭的人口總計4,600萬（2013年），就國家的構成和語言文化來說，是由烏克蘭、俄羅斯兩個立國族群和三大族群文化團體組成，即說烏語的烏克蘭人、說俄語的烏克蘭人以及說俄語的俄羅斯人，其中烏克蘭人佔77.8%、俄羅斯人佔17.3%以及其他少數族群像韃靼人（Tatars）等佔4.9%，居民當中以信奉東正教和天主教者為多數，官方語言依憲法規定為烏克蘭語，不過俄語仍被廣泛地當作口語。1991年蘇聯體制的解體，烏克蘭國會立即通過國家獨立宣言法案，烏克蘭成為主權獨立的國家，克拉夫丘克（Kravchuk）當選總統。歐盟對烏國的政策建立在1998年生效的『夥伴暨合作協定』（PCA），該協定創建雙方在政治、經濟、貿易和人權廣泛合作的議題，本文將從歷史角度分析歐盟如何發展烏國的戰略，並分析其功效與進一步加以檢討與評論。

Ukraine is home to 46 million people, 77.8% of whom are Ukrainians by ethnicity, and with a sizable minority of Russians (17.3%), as well asTatars etc. Ukrainian is the official language of Ukraine. The dominant religion in the country is Eastern Orthodoxy. In August 1991, a conservative faction among the Communist leaders of the Soviet Union attempted a coup. After it failed, on 24 August 1991 the Ukrainian parliament adopted the Act of Independence. Then, the Ukrainian elected Leonid Kravchuk as the first President of Ukraine. The EU policy towards the state of Ukraine is based upon the framework in the 1998 Partnership and Cooperation Agreement. This agreement initiated the cooperation on broad range of political, economic, trade, and humanitarian issues. This paper will explore how the European Union develops its Strategies towards Ukraine from the historical approach. And the effects will be analyzed and commented.
