21世紀專業的護理人員被稱為護理學者,不僅是一位學習者,更應該提供消費者以學識為基礎的護理服務。台灣護理學會於1992年建立「基層護理人員臨床專業能力進階」認證制度已逾10年,至2003年國內醫療機構已有154所參與,施行結果,部分醫院間互不認同對方的能力進階結果,其它專業人員也不會因為護理人員的能力分級而給予相當之認同,與薪資福利之回饋。因此,本文將介紹臨床進階制度的由來、施行目的,再由臨床實務面與研究面探討臨床進階制度的施行現況,最後經過文獻檢閱、現況的反思,筆者針對台灣護理學會與各家醫院在臨床進階制度的未來發展上提出八點建議,以作為參考。In the 21st century, nurses are called nursing scholars, not only a learning person but also a health care provider to consumers. It has been 10 years since the Taiwan Nurses Association established the clinical ladder certification for nurses. Currently, 154 medical institutions have participated in this program. However, they do not endorse the certification among the institutions; in the consequences, other health care professionals do not identify this credentials nor the payment and benefits. Therefore, this article tries to introduce the history and the purpose of the clinical ladder certification system and then discuss the current research problems. Finally, the author proposes 8 suggestions regarding the future development of this clinical ladder certification through literature review and current situation analysis. |
