中醫傷科專科醫師制度之建立

THE IMPLEMENTATION OF THE TRADITIONAL CHINESE TRAUMATOLOGY SPECIALIST TRAINING PROGRAM

近年來醫學中心與許多醫院的投入，以及全民健康保險的實施，使中醫藥的發展受到重視與肯定。中醫的各個專科醫學會相繼成立，並且積極推動中醫的在職教育。中醫傷科醫學會創立於1996 年，是成立最早的中醫專科醫學會。由於訓練背景的差異，使中醫的醫療專業產生很大的差異，因此中醫的養成教育與在職訓練的模式，對中醫的發展成為當前非常重要的課題。本研究以問卷調查和專家座談的方式進行，訂定「中醫傷科專科醫師訓練醫院認定標準」與「中醫傷科專科醫師訓練課程綱要」，並將中醫傷科醫學會擬訂的「中醫傷科專科醫師甄審辦法」作客觀的修訂。根據專家會議所擬定的各項草案與問卷，回收後彙整相關建議，最後經會議修正草案定稿，以提供衛生主管機關作為推動中醫專科醫師制度明確的依據。研究對象為各中醫醫學會理監事、長庚醫院以及中國醫藥大學附設醫院中醫師。共發出問卷73 份，回收問卷39 份，回收率達53.4% 。就「基本資料」問卷而言，受訪者認為「中醫傷科專科醫師制度」對中醫整體、中醫傷科、醫師本身、患者健康以及是否贊成施行的看法皆有超過89% 的贊成率。整體而言，受訪者對「中醫傷科專科醫師制度」的推動表示贊同，但仍極需要政府擬定中醫住院健保制度的配合，以及相關法令的修訂，並且建議應開放中醫師專科醫師可以執行現代檢驗方法，如此專科醫師制度在施行上才會更具有可行性，因為這是一項十分重要的工作。As more and more medical centers and hospitals setup the departments of traditional Chinese medicine (TCM) and the implementation of National Health Insurance, the development of TCM has become an important issue in recent years. Many of the TCM specialist physician associations were established in succession and they have been actively promoting the continuing education of TCM. The Association of Chinese Traumatology of Republic of China is the first TCM specialist physician association, which was established in 1996. The training backgrounds of the TCM physicians varied in a broad range, which makes a great difference in their medical practice. Therefore, the TCM education and the continuing training programs have become very important subjects for the TCM to move forward. This study was conducted by questionnaire surveys and expert conferences. We set “The standards of the TCM traumatology specialist physician’s training hospital” and “The outlines of TCM traumatology specialist physician’s training program”. We also make moderate revisions on the “Qualification criteria for TCM traumatology specialist physician” established by the Association of Chinese Traumatology. The questionnaires constructed by the expert committee were submitted to the study subjects. The retrieved questionnaires and suggestions were discussed and summarized in the experts conferences. The finished drafts offered a practical guideline for the buildup of the system of TCM specialist physician to the Committee on Chinese Medicine and Pharmacy, Department of Health. The study subjects included the council members of different medical associations and the Chinese medical physicians in Chang Gung Memorial Hospital and China Medical University Hospital. We mailed out 73 copies of the questionnaires with 39 copies returned, which accounted for a response rate of 53.4%. With respect to the main issues in the questionnaires, 89% interviewed subjects thought that “the TCM traumatology specialist physicians system” is beneficial for the entire TCM environment, TCM traumatology specialty, physician themselves as well as the patients’ health.
