一、人口販運──古老的罪惡 「人口販運」，顧名思義，是指人口買賣及運送。2000年3月24日美國前國務卿歐布萊特（Madeleine K. Albright）在印度孟買召開的「販運婦女兒童會議」（Trafficking in Women and Children Conference）指出「繼毒品及槍彈之後，人口販運是國際有組織犯罪第三大獲利來源，可能是全球成長最快速的犯罪行業」（it is now the third largest source of profits for international organized crime, behind only drugs and guns. It is perhaps the fastest growing criminal enterprise in the world.）；販運婦女兒童是「現代奴隸交易」（modern-day slave trade）。
