Because the declining birthrate, colleges are actively enhancing their enrolment propaganda to increase student attendance. Therefore, this study employed a refined Kano quality model comprising two dimensions to determine which factors freshmen consider when choosing a college. The results revealed 10 elements of potential quality and five elements of high value-added quality that students focus attention on when selecting a school for future study. These elements were considered as the students’ minimal quality requirements. Subsequently, quality function deployment was applied to identify suitable methods that fit the students’ requirements. The identified methods can be ranked after weighting the importance of the elements, and the optimal school admission policy can be identified according to the ranked elements. |
