歐美國家促進綠色就業之研究

A Study on the Promotion of Green Employment in Western Countries

面對氣候變遷與全球人口大量成長，為同時兼顧經濟與環保，許多國際機構與國家已積極推廣綠色就業。本文旨在研究歐美國家推動綠色就業的成功案例，期望能從其中學習成功經驗。根據本研究之分析，政策建議要點如下：一、設置擔任綠色工作之發起者與協調者的跨部會組織。二、將「創造綠色就業」納入施行標的與績效指標。三、選擇發展對節能減碳與創造就業效果最佳之產業，並設計能與民營企業等合作開發之綠色工作。四、優先發展最易推行之技術，並強化人才培育機制。五、參考美國勞工統計局之相關作法，制定綠色就業量化指標。

In face of climate change and rapid global population growth, many international organisations and countries have actively promoted green employment as a means of simultaneously giving due weight to economic and environmental needs. The purpose of this study is to investigate successful examples of the promotion of green employment in Western countries, with the aim of drawing lessons from their successful experience. Based on the findings of this study, our main policy recommendations are as follows: 1. Set up a government organization that serves as a green job promoter and coordinator among related agencies and entities. 2. Include green employment creation in government policy implementation targets and performance indicators. 3. Select for development industries that produce the best effects in energy saving, carbon reduction and job creation, and design green jobs that can be developed collaboratively with private enterprises. 4. Prioritize the development of technologies that are most easily popularized, and strengthen talent-fostering mechanisms. 5. Design a green employment quantification indicator, with reference to the methodology of the U.S. Bureau of Labor Statistics.
