During the past six decades of economic development, Taiwan has undergone transformation from an agricultural to a modern industrial society. Through the various stages of this development process, from poverty to affluence, from backwardness to modernization, the vitality of private enterprise and the government’s timely loosening of economic controls have played key propelling roles. Faced by the intensification of global competition in recent years, it is essential for Taiwan to actively embark on another wave of economic liberalization. To ensure that Taiwan is able to firmly secure global markets and resources, the government is now vigorously loosening laws and regulations relating to business investment and operation, planning free economic demonstration zones to enhance Taiwan’s international competitiveness, striving to create a good environment and inducements for investment, and working toward establishing favorable foundations for the negotiation and signing of free trade agreements (FTAs), economic cooperation agreements (ECAs), and admission to the Trans Pacific Partnership (TPP). Looking ahead, the gaps that still exist between domestic regulation and international systems mean that regulatory harmonization will not be achievable in one fell swoop. But embarking on a new wave of economic liberalization measures has already become a main task for the government to carry out in the present. |
