The East Asian financial crisis spawned financial cooperation within the region, and the recent global financial crisis has further accelerated the progress of financial cooperation in East Asia. At present, ASEAN+3 serves as the main platform for East Asian financial cooperation, with its main axes of development including the provision of liquidity support through swap arrangements under the Chiang Mai Initiative framework, and the promotion of regional bond markets with a view to developing regional capital markets. Despite the beneficial effects that East Asian financial cooperation have exerted on the region’s financial stability, its economic development, and the enhancement of its international status, its future development still depends on such factors as the economic situation in East Asia, geopolitical rivalries, the reform of international financial organizations (such as the IMF), and the attitudes of major Western economies. In respect of its future development directions, the members of the region might endeavor to strengthen financial supervisory cooperation and set up regional bond and stock markets. As far as Taiwan is concerned, it needs to respond to East Asian financial cooperation by doing its utmost to participate. Its concrete strategies for pursuing this aim should include efforts to assert its own status and to play a leading role in putting issues on the table, as backed up by public opinion, while at the same time promoting cross-strait financial cooperation and building cooperative ties with other economies in the region. |
