歐盟企業創業政策及其對我國之啟示

Entrepreneurship Policies in the European Union and their Implications for Taiwan

近年來，政府已積極推動亞太創業中心計畫及創業圓夢計畫，從創業服務、創業培訓及資金融通等層面，改善整體創業環境。歐盟最近推出「歐洲創業綠皮書」與「歐洲創業議程：行動計畫」，針對影響創業的因素，提出一系列改善措施，其作法與經驗值得我國今後推動創業政策之參考。

In recent years, the government in Taiwan has been making vigorous efforts to improve the domestic environment for entrepreneurship. Toward this end, it has been implementing the Asia-Pacific Entrepreneurship Center Plan and the Project for the Realization of Entrepreneurial Dreams, which focus on providing services, training and funding for business startups. Meanwhile, the European Union has recently issued a Green Paper on Entrepreneurship in Europe, followed by the publication of an Action Plan: The European Agenda for Entrepreneurship, addressing the factors that influence entrepreneurship and proposing a series of measures for the improvement thereof. This paper examines the EU’s methods and experience on this front, with a view to providing useful lessons for Taiwan’s policy makers.
