How should decision makers preserve the cultural values of historical street districts while improve their environmental quality at the same time has become a critical planning issue. Using the Fu-Chung Street Historical District as an empirical case setting, this study explores two research questions: (1) How should we develop an appropriate analytical framework for evaluating the environmental improvement of historical street districts; (2) How should we compare the opinions of local business owners and planning experts in order to build consensus for the revitalization of historical streets. By incorporating research methods involving interviews, field survey, the fuzzy theory, and the AHP method, this research proposes an operational research framework for evaluating the environmental improvement of historical street districts. The result shows that 'enhancing the special place characteristics,' 'improving pedestrian environment and local transportation management,' and 'improve community consciousness and identity' are the key factors shaping the success of the environmental regeneration of historical street districts. This study also compares the perception of the importance of the evaluation elements between planning experts and local business owners, and provides suggestions for creating a win/win solution for the revitalization of historical street districts. |
