Chinese present industry legislations concentrate the industry policy making power into central government, but such a decision is contradictory to the essence of industry policy itself as industry policy deeply roots in the interest of local government and local residents. In public policy practices, competition among local governments and regioal cooperation have already played active roles in the fields of industry policy making and policy enforcements even if such practices may have not been endowed the power from national industry legislation. |
