The Impacts of Competition Among Local Governments and Regional Cooperative on Industry Legislation Reconstruction

中國產業政策的現行制度安排是將產業政策的制定權限高度集中在中央，但由於產業政策是屬於中觀層面的公共政策，與地方及區域經濟利益密不可分，地方不同層面的產業扶持措施紛紛出台，中央政府事 實上已經無法壟斷此公共物品供給。

Chinese present industry legislations concentrate the industry policy making power into central government, but such a decision is contradictory to the essence of industry policy itself as industry policy deeply roots in the interest of local government and local residents. In public policy practices, competition among local governments and regioal cooperation have already played active roles in the fields of industry policy making and policy enforcements even if such practices may have not been endowed the power from national industry legislation.
