Legitimacy of rural financial regulation lies in the balance of relationship among relevant financial rights, power and legal interests. The peasants' basic financial rights have the nature of human rights, and accordingly, the country has the obligation to protect the implementation of the peasants' basic financial rights. The dysfunction of rural financial market regulation objectively requires the country to regulate rural finance, while the independence and limitations of rural financial regulation, in turn, prescribe and restrict the action space of that right. Thus, it is supposed to insist on fairness of rural financial regulation and balance of legal interests for the safeguarding of proper exercise of rural financial regulation by the rule of law. |
