俄羅斯的中國政策－－以戰略夥伴關係為探討中心

Russia's Policy towards China: Study on the Russo-Chinese Strategic Partnership

本文嘗試以俄中戰略夥伴關係為探討的中心，檢視俄羅斯的中國 政策之內涵。文章的架構安排，分成三部分，首先檢視俄國對中政策 的驅動因素；次而闡述俄中戰略夥伴關係的發展歷程；第三部分則探 討俄中關係發展的侷限性。本文認為，驅動俄國對中政策的主要因素有三項，分別是（一）平衡的多方位外交思維、（二）地緣政治的考 量以及（三）經貿利益的算計。至於雙方戰略夥伴關係的發展，可劃 分為四個階段，開端是建設性的夥伴關係；然後，進展至戰略夥伴關 係；接者，進入第三階段，亦即穩定的戰略夥伴關係；第四則是深化 戰略協作夥伴關係的階段。此外，本研究認為，俄中對自身的利益底 線有所堅持，因此，兩國戰略夥伴關係的發展，仍有其侷限性。

The development of Russo-Chinese relations has significant impact on relations between Taiwan and Russia. The purpose of this study is to examine Russia's policy towards China. The Russo-Chinese relations have developed from “constructive partnership” to “strategic partnership” from 1994 till 2013. Therefore, the article focalizes on the strategic partnership and its impact on the relations between Russia and China. This paper is divided into three main sections. It first analyzes the logic and concept of Russian foreign policy. It then turns to review the background and stages of strategic partnership betw een Russia and China. In the final section, it looks limits of development of Russo -Chinese strategic partnership.
