農業建築原供農業產銷使用,因轉型經營休閒農業以提供住宿、餐飲、教育解說、農業體驗等使用,深具再利用機會。依規定休閒農業設施應符合休閒農業經營目的,且合予法規聲請許可。1970 年至1990 年間農委會以政策計劃推動休閒農業,協助農民轉型經營休閒農業之情事,應勇於接受並積極輔導農場合法化。本次調查25 家專案輔導之休閒農場,既有農業建築再利用作休閒農業使用佔62.86%(32,677 ㎡),其中再利用作遊客休憩使用且完成合法化者僅佔24.71%(5,602㎡),主要受制農地作休閒農業使用之限制。本文回顧休閒農業定義、實施專案輔導目的、農地利用與管理意義,探討農業建築再利用、再利用合法化、許可程序等議題並提出策略建議,盼益於提升專案輔導實施成效。 |

Agricultural construction was originally intended for agricultural production and marketing, but when it is converted into leisure farming to provide lodges, catering, life education and agricultural experiences, there will be vast re-utilization opportunities. In accordance with relevant regulations, leisure farming facilities should comply with the purposes of leisure farming business, and hold the legal permission license. From 1970 to 1990, the Council of Agriculture made policies and projects to promote leisure farming, helping farmers convert into leisure farming business, and encouraging farmers to embrace the opportunities and to actively take counseling for the leisure farming legalization. In this survey of 25 counseled leisure farms, 62.86% (32,677 ㎡ ) of the existing agricultural construction are reused for the leisure farming business, in which nevertheless only 24.71%( 5,602 ㎡) are legalized, mainly because of the restriction on agricultural land for leisure farming. This article reviews the definitions of leisure farming, the purposes of the counseling projects and the meanings of agricultural land utilization and management, and discusses the issues of agricultural construction reuse, legalization of the reuse, and licensing procedures, as well as proposes corresponding strategic opinions, in the hope of making the counseling projects more efficient. |
