Globalization and Community Education

全球化與本土化是台灣社會當前的兩大思潮主軸，本文的目的，在於探討面對全球化的浪潮，社區教育該採取何種觀點與因應對策。作者首先分析全球化與社區化的概念內涵，並且以學習型組織中的系統動力觀點來統整這兩個看似相異卻又具辨証統合關係的概念。接著作者論述全球化對台灣社會所造成的影響有四：何處是故鄉的飄盪感再度出現，社區監獄化與充滿藩籬的社會，文化多樣性的萎縮，產業空洞化恐將淪落為第二世界的居民。基於上述的分析，作者建議社區教育應從事下列任務以為因應：在心態上應教導民眾主動溝通以揚棄修築萬里長城的保守心態，在目標上應培養民眾普遍關愛(ecumenicity)的態度以改變自掃門前雪的自私貪婪，在策略上應建立社區民眾參與決策的機制避免淪為失聲的族群，在行動上應培養民眾三品人格以強化國際競爭力，在個人技能上應倡導電腦網路教育以強化個人掌控移動科技的能力。

This article investigated the construct of globalization and localization and proposed the viewpoint of system dynamic to integrate the two thinking waves in Taiwan. Coping strategies of community education under the context of globalization were also proposed. The effects of globalization to Taiwan society were: The rising of identity crisis, the community in prison, the decrease of social variety and economic production. Coping strategies which were proposed included: abundant of defense attitude and replace by ecumenicity, participating the mechanism of decision-making, increasing the power of global competition and the ability of internet communication.
