社區組織建構社區學習資源網絡之研究——「臺北市八頭里仁協會」的學習資源網絡圖象

A Study of Community Organization Establishes Community Learning Resource Network—The Learning Resource Network Picture of “ The Association of Peitou Li Zen”.

本研究的目的在於對社區組織如何建構社區學習資源網絡進行研究，有鑒於社區學習資源網絡在落實社區終身學習的重要性，本研究從社區組織推動社區資源網絡的相關策略等文獻進行探討，歸納出建立社區學習資源網絡的面向，並以之為訪談大綱，選定推動社區學習及社區營造著有績效的「台北市八頭里仁協會」進行訪談，試圖描繪其社區學習資源網絡的圖像，並透過對實務經驗的瞭解與文獻探討的面向比較後，本研究提出七項研究結論做為我國社區組織建構社區學習資源網絡之參考。本研究的結論是：(1)社區學習網絡的建構始於地方菁英對社區議題的關注與資源網絡的動員;(2)徹底落實社區參與「由下而上」的紮根工作；(3)以「組織學習」和「共同合作參與」的原則動員社區各項資源的投入；(4)建立組織對於社區學習資源網絡的願景、架構及行動策略；(5)建立成功的「合作夥伴」關係，是建構社區學習資源網絡的重要機制；(6)善用策略聯盟的機制，建立合作夥伴關係的動態平衡；(7)學習資源網站的建立、財力及權力資源的分配與整合將是社區學習資源中心的重要任務。

This paper emphasizes how to establish community learning resource network through community organization. According to analysis domestic and foreign literature related to the theory of community organization’s functions and concept of learning resource network, this study concludes some questions to interview three leaders of “ The Association of Peitou Li Zen” and draws its community learning resource network picture. While comparing the development of theories and practical community learning resource network, seven conclusions have been proposed in this paper. The conclusions are: ( 1 ) The community learning resource network was beginning in the local elites, involvement and movement; (2) The community-attending work can be down by bottom-up style ; (3 ) Both “organization learning” and “cooperated attending” are two important principles for gathering the community learning resource; (4) The views, structures and strategies of community learning resource network must be established first; ( 5 ) The “cooperative partnership” is the most important mechanism of community learning resource network; (6) The active balance of “strategic alliance” between partnerships can be achieved; (7) The mission of community learning center concludes: build computer learning network stations; make the power resources and financial resources have a good integration and distribution.
