從資源共享論期刊資源環境系統之建立

The Establishment of Serial Resources Environment System from the Viewpoint of Resources Sharing

圖書館自動化可提昇圖書館服務品質，其最大之意義乃在於「資源共享」，因為藉著圖書館自動化與網路連線，可使一館資源為多館使用。目前各館均著力於書目共享，以解決圖書館自動化工作中之回溯建檔與新書建檔轉錄之問題。而期刊資源之共享應是書目共享之後該積極發展之工作項目。蓋期刊出版品相當龐雜，使用效益又相當高，訂購經費負擔又相當驚人，故共享期刊資源的各種做法——建立期刊資源環境系統，應是值得重視之問題。本文即針對「資源共享」與書目中心、「資源共享」與師範校院整合發展規劃、期刊共享計畫、及期刊資源環境系統計畫及共享技術規範等各節加以說明。期能架構一個完善的期刊資源共享環境，使各合作館之期刊能從採訪至典藏利用均能在館際合作下進行。如統一採購、期刊聯合目錄、現刊目次彙編、資訊選粹服務(SDI)、全文檢索、原文提供、期刊文獻分析、學科主題報導與資訊服務等，以整合系統功能，在一個檢索介面模式中，採用主從架構之系統。俾能提供期刊之資源共享，實現虛擬圖書館(Virtual Library)之服務環境。

Library automation improves the quality of library services and its major significance is " resources sharing '' Because through the application of automation and networking, the resources of one library can be shared by other libraries. At present, libraries are making efforts on bibliography sharing in order to resolve the loading (up loading and down loading) problems of retrospective conversion and new book cataloging. Serial resources sharing is the task needed to be developed aggressively after the accomplishment of bibliography sharing. Owing to the large amount and complexity of serial publications, the high utilization efficiency to readers, and the amazing expenditure of subscription, various ways to share serial resources, that is, to establish a Serial Resources Environment System, become a critical issue.This article discusses " resources sharing " and bibliography utility," resources sharing " and Normal Universities and Colleges Integrated Development Plan, Serial Sharing Project and Serial Resources Environment System Project and its technical specification, etc. It expects to construct a satisfactory Serial Resources Sharing Environment for the interlibrary cooperative plan to proceed the acquisition, collection management and utilization operations. For example, centralized acquisition, serial union catalog, cumulative current contents, selective dissmination of information, fulltext retrieval, document delivery, serial text analysis, subject analysis and topic service, etc. To establish an integrated system of client/server system at an one-touch retrieval interface model to put the above mentioned serial resources sharing information services into pratice is the way of attaining the goal of virtual library environment.
