Hospitals' survival and market development is facing great challenges along with the fast changing medical environment and the implementation of National Health Insurance. To keep hospitals competitive edge in the market, except from improving its treatment and service qualities, hospitals also needs to analyze their own management capability and improve its efficiency. This study aims for developing a set of strategies to give hospitals a guide on analyzing their management efficiency, and enables hospitals to perform self-management test for increasing its management efficiency to meet the target of continuously improvement over period of time. Therefore, balance scorecard is used to develop hospitals' management indicator program for analyzing its management efficiency. Questionnaire is created by referring to international hospital management references, along with the four concepts suitable for analyzing hospitals' management efficiency developed by the balance marking card for collecting information from hospitals' specialists on administrative management aims. Through a series of data collection and analysis, the thirty hospitals of human resource committee of Taiwan Hospital Association have reached a consensus. In order to be the important reference resource of human resource assessment, the human resource management indicators will be formally used from 2005. |
