烽火餘生下的金門：虛幻或真實的福利天堂

An Illusory or Real Paradise: Rethinking the Rationale of Social Welfare Development in Kinmen

在福利緊縮的今天，金門社會福利給付的擴張似乎是個異例。這個異例，就如同過去中國大陸與臺灣軍事對峙下，它飽受戰火蹂躪，被連續砲擊長達二十一年般，受人矚目。本文試圖從表層到內裡揭開當前金門社會福利擴張有其競爭合法性、期待社會補償、和要求自主性的理路。指出金門酒廠實業股份有限公司所挹注的高額盈餘，只是金門社會福利增長的充分條件而非必要條件。此外，面對這種擴張，我們以為除了引發華人心目中福利意涵的省思之外，也帶出了福利病的隱憂；以及藉由社會分紅、保障公民收入打造另個理想社會的契機。

It looks like an abnormal case; the expansion of welfare spending is rarely seen like it before. This case is also noted as a battlefield for twenty one long years to her cause until 1979. Kinmen islanders used to live in bombardment and were devastated by the war. We attempts to uncover the reasons why Kinmen welfare has developed rapidly from the surface to the inside. The profits of Kinmen Kaoliang Liquor Inc. is just a sufficient condition for her welfare growth. The development can be caused by competing for legitimacy, asking for social compensation, expressing for their autonomy, etc. We are interested in these phenomena such as the meaning of welfare in Chinese, unintended consequences of welfare, and the opportunities about social dividend or citizens’ income.
