Japan’s private educational industries have played an indispensable role in assisting the public education system to impart peoples’ knowledge and to foster human resources since long time ago. Private educational industries were given different functions in their developing process depending on Japan’s interests, but fundamentally, they are the ways of life-long study. Since private educational industries are huge, a professional evaluation is necessary to ensure good service, sound teacher resources and updated curriculum. Evaluation is essential for the innovation projects since 2011. Unlike Japan, Taiwan lacks of an overall evaluating and checking mechanism of tutoring center’s instructional qualities from the angle of educational professionalism. Hence, a systemic evaluation procedure must be the prerequisite for Taiwan’s innovation. For this purpose, the paper consists of three parts: the first part is a general introduction of the present condition of Japan’s private educational industries, the second part is an investigation of the ways for professional evaluation and certification, and the final part provides three recommendations for Taiwan’s development of evaluation system. |
