大學生對立委新選制認知與投票行為之研究：以南部地區某科技大學為例

Study on the Knowledge about Legislator's New Electoral System and the Voting Behavior of College Students: A Case Study of a University of Technology in Southern Taiwan

大學生為未來社會中堅、企業之骨幹，理應對國家政治社會上制度與變革，比一般民眾有更深刻的認識，才能做出正確判斷，公正行使選舉投票的公民權，真正選出能發揮監督政府功能的民意代表。由於立委舊選制，弊端叢生，效果不彰，導致選制的改革。2008年第7屆立法委員選舉，是依照新選制「單一選區兩票制」首次實施的選舉，大學生對此制度的了解與參與投票的情形，引起筆者研究的動機。研究結果發現大學生從傳播媒體獲知立委選制的改革，對於新選制內容也有一定程度的了解。在投票行為方面，大學生有一定的自主權，不會發生棄保效應及西瓜效應，不過投票率不高，主要原因是對政治沒有興趣。兩票制的實施，讓投票更能符合選舉人的意志，而一致投票與分裂投票比例相當。對於新選制的實施，大學生持正面的看法。

College students are the backbone of our society, the center of an industry so they should have deeper and better understanding about the system and reformation of the national politics and society before they are capable of making accurate judgment and execute the civil rights of voting at a national election to elect the representatives who may fully supervise the government. Due to the old voting system of the legislators had many disadvantages and the outcome was ineffective that caused a reformation on election system. The 7(superscript th) legislator's election in 2008 was the first time to carry out the new electoral system of Single constituency, two-vote system. The understanding and involvement of the college students on voting have motivated the undersigned to do this study.The results of the study has found that college students have learned about the reformation of legislator's voting system from the mass media and they have certain degree of understanding on the new electoral system. As to the voting behavior, college students have certain degree of decision-making power that there was no such situation as abandoning one candidate for another candidate effect or voting for the more favorable party. However, the voting rate was not high, and the main reason is because they do not care about politics very much. The effectuation of the two-vote system allows the voting to meet the volition of the voters, while the rate of the straight-ticket voting and split-ticket voting is about the same. As for the implementation of the new electoral system, students held a positive opinion.
