建築物外牆公共安全目視診斷評估方法之研究

建築物為符合居住安全性與便利性的先決條件，政府部門已制定相關的設計規範與管理辦法，提供設計者與營運管理者遵循的法則。然而，隨著人們對於建築的要求，不再侷限於結構安全方面，反而是建築外觀的美化與外牆增設的附屬設施之需求愈來愈大，而面對房屋老舊與高齡化時代來臨，這些問題逐漸成為建築生命週期中安全維護管理重要的一環。依現行法規種類而言，對於建築物裝修系統以外的外牆附置物與外牆覆蓋物（例如磁磚）等方面尚無適當的法令遵行，因此，亟須儘速建立一套有效且快速的檢測評估機制，進而改善與避免建築物外牆因年久失修、劣化而產生的公共安全風險。本文主要是應用D.E.R.U.目視檢測準則的觀念，透過專家學者問卷方式，利用層級分析法（AHP）建立建築物外牆所需的公共安全檢查因子與權重，建構出一套「建築物外牆公共安全目視檢測評估方法」。最後，本文將以集合住宅為例，進行建築物外牆目視檢測實證演練，其結果顯示，本文所建立的檢測評估方法確為可行方式，而且未來建築物外牆將可透過此方法進行初步評估，進行建築物外牆破壞模式與檢測結果建議適當的維修方案。
