The purpose of this paper aims to the An-Shun Plant case of environmental pollution. The focus is on the 5 consecutive years’ 1.3 billion NT dollar compensation. In-depth interviews were conducted by the author. 11 policy stakeholders, including environmentalists, representatives from polluted communities, government bureaucrats, and a CPDC employee were interviewed by the author. It was found that there was lack of environmental and/or ecological concerns in the processes of the formulation, planning, and implementation of the compensation policy. However, public health issues were taken care in involving in providing health services by city government. In sum, sustainability of environmental policies was not emphasized in this case. |
