各類資優教育教師及設備、設施標準訂定

Regulating the Criteria for the Qualifications of Gifted Education Teacher, Equipment, and Facilities

本行動方案計畫旨在訂定「各類資優教育師資及設備、設施標準」，主要範圍涵蓋一般智能優異、學術性向優異及藝術才能優異等類別。研究層級分爲小學、國中及高中的各類資優教育師資及設備、設施之現況與問題討論，並參照其他國家資優教育師資及設備、設施之現況及發展趨勢作爲規劃我國各類資優教育師資及設備、設施標準之依據。本計畫主要目的：（一）瞭解國內各階段（國小、國中、高中）各類資優教師資格、設施及設備的現況；（二）訂定各階段各類資優教師資格的標準；（三）訂定各階段各類資優班（資源班）與藝術才能班設施設備的標準。本計畫首先探討文獻，分析各類資優教育師資及設備、設施的現存問題，進而進行專家諮詢、及問卷調查。將自編「各類資優教育師資及設備、設施標準」調查問卷。本研究主要發現如下：1.大多數國小、國中與高中的資優班（資源班）或藝術才能班教師認爲學校設立資優班時：(1)若以學校資優班教師總員額編制爲基礎，應有50%以上的教師爲資優類合格教師。(2)若以資優班級教師員額的數目爲基礎，應至少有二位教師爲資優類合格教師。2.大約六成的國小、國中與高中的資優班（資源班）或藝術才能班已具備所列之各項設備設施項目，但科技性、前瞻性或較昂貴的設備設施亦缺乏，未達三成的具備率，而約有六成的國小、國中與高中的資優班（資源班）或藝術才能班教師認爲這些設施設備是重要的。在各項設備設施項目的重要程度而言，平均至少有七成的國小、國中與高中的資優班（資源班）或藝術才能班教師認爲所列之各項設備設施標準項目是重要的。綜合整理搜集之資料與研究結果將據以研擬我國各類資優教育師資及設備、設施標準，以供相關單位參考與施行。

The purpose of this action project was to propose the criteria for the qualifications of gifted and talented education teacher， equipment， and facilities. This action project focused on exploring the current status and problems of the qualifications of teacher， equipment， and facilities in gifted and talented education， and regarding the cases of other countries as reference for developing the criteria for the qualifications of gifted and talented education teacher， equipment， and facilities in Taiwan.This action project first reviewed the related literature on the current status of the qualifications of teacher， equipment， and facilities in gifted and talented education. Second， the Expert Panels were used for proposing a research framework prototype. Furthermore， after the self-made questionnaire referred to the expert panels and pilot studies， the survey was performed on gifted and talented education teachers in Taiwan. On the basis of literature reviews， expert panels and survey outcomes， the regulating criteria for the qualifications of teacher， equipment， and facilities in gifted and talented education were proposed.
