Taiwan is located in the Pacific Rim Seismic Belt, as a result buildings, people’s lives and property are often threatened by major earthquakes. Since the 921 earthquake in 1999, the government has actively promoted the "Seismic Assessment and Rehabilitation Plan for Buildings". The seismic evaluation and retrofitting, or demolition and reconstruction of public buildings have achieved remarkable results. However, the promotion of private buildings is often due to complex property rights and other issues. After recent earthquakes such as the 2016 Meinong Earthquake, the 2018 Hualien Earthquake and the 0403 Hualien Earthquake in 2024, there are a lot of buildings that have been seriously damaged or collapsed. Therefore, the seismic assessment and repairs of private buildings have to be accelerated. To this end, the Executive Yuan re-developed the “National Building Seismic Safety Inspection, Guidance Reconstruction and Reinforcement Plan” at the end of 2018, planning and promoting phased rehabilitation to subsidize and assist private dangerous and old buildings before they undergo comprehensive rehabilitation or demolition and reconstruction. These policies provide short-term emergency treatment measures. In order to explore the appropriateness of the implementation of these policies, this manuscript summarizes the active policies for seismic rehabilitation in the United States, Japan, New Zealand as examples, and compares the differences in implementation methods with Taiwan, hoping to accelerate the implementation of seismic rehabilitation for private buildings, and to ensure the safety of people’s lives and property.
