The essay employs the theory on foundations regulation, public-private partnerships, and arm’s-length as well as the research method of the literature review, to explore the four Hakka foundations. In terms of the personal institution between the Hakka agency and foundation, the essay finds that the foundations are the “arm’s length external organizations” (ALEO) when the personal institution is separate, and the foundations become the subordinate organizations of Hakka agency when the personal institution is merged. According to the UK’s experience of the “principle of arm’s length” and ALEO, the essay suggests that Taiwan could re-discover the value of ALEO, which are built via arm’s length. Besides establishing the intermediary organization to avoid political interference, ALEO should adopt the public-private partnerships to promote the quality of public policy. |
