構建國家治理體系和治理能力現代化，推動實施創新驅動發展戰略，需要創新體系的不斷完善，並加快技術體系的創新。在資本多樣性視角下，創新體系與技術體系的創新需要在尊重資本要素最優化配置的基礎上進行發力，才能構建更高效、更優化的供給側結構，推動經濟發展。創新對企業有很大的牽引作用，全要素生產率的提高，依賴於企業的創新活動和效率的改善，而創新者分布於複數的參與者之間，明確其原因，應完善其有效的起源分配。認知創新的社會性，在完全市場競爭下，尊重客觀規律，不同情形下避免創新的非效率性，使其社會剩餘價值最大化。在整個技術體系的創新中，各制度之間有很強的補完性（補完原理），圍繞技術要素，依據補完原理注重各個制度相互作用，才能形成資本多樣下的技術體系的創新。

In the innovation of the entire technological system, there is a strong complementarity between the various systems (the principle of complementation), and the interaction of the various systems based on the principle of complementation can form the innovation of the technological system with diverse capital.
