Policy Analysis Lighting Angel Project—Using Foucault Archeology and Genealogy Critical Point

本文旨在批判政策社會學分析方法，以「教育部推動夜光天使點燈專案計畫」為對象，運用傅科考古學與系譜學批判觀點，檢視弱勢教育發展過程，與社會權力結構變化關聯性，以及權力匿蹤與佈展。本研究發現：（一）弱勢議題越被論述，弱勢根源卻未見改善；（二）雖名為夜光天使，但其弱勢結構依舊存在；（三）造成弱勢的「外緣性」原因，才是權力形式之所在。提出結論為：（一）弱勢教育相關論述零散而未能統整。（二）一元知識體系價值觀與政經措施是形成弱勢的主因。（三）跨國婚姻仲介政策所造成的社會成本面臨挑戰。（四）學校教育職能擴大致使家庭功能喪失（五）政府為績效宣傳漠視對弱勢學生身分的保護（六）弱勢學生的公平教育並沒有落實（七）弱勢人數日益增加，政府無力全盤照顧。提出建議為：(一) 將弱勢相關論述統整為弱勢教育法；（二）落實教育公平與尊重多元差異（三）與友邦開啟跨國對話機制，共同討論外籍配偶生活適應問題（四）再次啟動家庭功能，發揮其復原力（五）延攬最優秀的教師投入弱勢教育實現公平教育（六）學校教育應正常化發展（七）政府應尋求民間資源並給文教事業單位一個回饋社會的機會。

The purpose of this research is using ＂The Ministry of Education Angel Lighting Plan＂ as the object， by M. Foucault's methods of Archeology and Genealogy to critical disadvantaged educational process， as well as social change in the power structure of the correlations.The study found that: 1.Th e more issues to be discussed， the worse disadvantaged situation to be increased. 2.Although it is called lighting angels， but weak structure persists. 3.Caused weak “external” reasons， is the form of power. Recommendations are: 1.Integrating all of the discourses become a Disadvantaged Education Law. 2， Respect for diversity， 3.Recruit the best teachers into disadvantaged education.4. Restore family function.
