一国の外交が国益に適ったものでなければならないのは当然のことである。隣国が潜在的な脅威となれば、外交方針は見直されなければならない。中国が凄まじい脅威になっても日本の外交方針は大きくは変更されなかったが、今世紀になってようやく見直されはじめ、それとは対照的に日台の結びつきが強められてきた。本稿は、政権を担ってきた自民党において、どのような要因で外交方針の変更が図られてきたのかを日本の国内政治の観点から考察を加えたものである。具体的には、新しい選挙制度が導入されたことにより、国会が世論により敏感にならざるを得なくなったこと、また、派閥機能の著しい低下や首相官邸機能の強化などが、外交政策転換の要因として挙げられる。そして安倍晋三という強い保守政治家の登場により、このパラダイムシフトが加速したといえる。もとより他の重要な要因も多分に作用したが、本稿ではこれまで論じられてこなかった新たな視点を問題提起する。 It is obvious that foreign policies should be beneficial to the nation itself. When a neighboring nation becomes a potential threat, foreign policies should be reconsidered. As for Japan’s foreign policies, they basically have not changed even after People’s Republic of China (PRC) became a huge threat. However, from the beginning of this century, the attitude of the Japanese government towards the PRC has finally started to change, and in contrast, the relationship with Taiwan has been reinforced. This paper raises several factors of the domestic Japanese politics that worked as a driving force for the gradual paradigm shift inside the governing party (LDP). For instance, under the new electoral system, members of the Parliament became more sensitive to the public, including foreign relations. The shrinking role of factions and the institutional revision to strengthen the power of the Prime Minister have also worked as factors to reconsider foreign policies in Japan. And it was Shinzo Abe who appeared as a strong conservative leader in taking the helm of the nation and accelerated the paradigm shift. Although plural factors have functioned for the paradigm shift, the factors above were not mentioned in previous studies; therefore, this paper should serve as a material for new discussions. |
