The rise of Artificial Intelligence (AI) brings not only enhanced convenience but also scientific uncertainty and potential risks. Thus, beyond technological innovation, AI development must be grounded in ethical values and legal norms. Ethical principles serve as the foundation for constructing a coherent regulatory framework, allowing legislation and policy to be targeted and effective. In the context of AI research and application, legal regulation depends on the prior establishment of AI ethics, centered on the principles of human-centricity, sustainability, and inclusiveness. These aim to promote human well-being, environmental balance, fairness, and the elimination of discrimination. Germany and Japan, as global leaders in the automotive industry, have developed mature autonomous vehicle technologies and corresponding ethical frameworks that have influenced legislation. In contrast, Taiwan lacks substantive legal norms for autonomous vehicles. Drawing from the German and Japanese experience—where ethical guidelines inform legislative action—Taiwan should urgently establish its own ethical framework to address the regulatory challenges posed by autonomous vehicle development. |
