The Ministry of Education announced the White Paper on International Education for elementary and secondary schools in 2011 in order to develop 21st century competencies for our next generation. It indicated four educational goals including national identity, international awareness, global competitiveness, and global responsibility. However, it is difficult for curriculum design without competence indicators under the four goals. This study was conducted in two phases to explore construction and application of competence indicators for international education for grade 1-12. At the first phase, it aimed at constructing the competence indicators. Twenty-two experts were invited to participate in the Delphi survey. After two rounds of surveys, 29 competence indicators were finalized when the consensus was achieved. Moreover, it also provided instructional examples according each competence indicator. At the second phase, it aimed at analyzing the application of the 29 competence indicators. The findings offered the suggestions for the development of the White Paper 2.0 on International Education for elementary and secondary schools. |
