First proposed in 1985, the “Technical and Vocational Education Act” had been revised six times in thirty years before its implementation in 2015, and has since promoted a more complete and higher-quality technical and vocational education system in Taiwan. The implementation of the “Technical and Vocational Education Act” has boosted the professional image of technical and vocational education. In addition, local governments have cooperated with the Technical and Vocational Education Award Scheme to actively develop characteristics of each school, which helps establish a solid foundation for technical and vocational education. To bridge the gap between school and industry, cultivate talents in line with industrial technology, and encourage students to study locally, renowned domestic enterprises have set up industry-school collaboration programs which respond to the needs of industries in order to stabilize the foundation of technical and vocational education in Taiwan. This study adopts literature review, explores the legislative history and the spirit of the "Technical and Vocational Education Act", and discusses its challenge to technical and vocational education. Then, the prospect of promoting technical and vocational education has been put forward and conclusions have been made to serve as references for future policies related to technical and vocational education. |
