風險管理成熟度模型應用於我國鐵路機構之初探──以台糖鐵路為例

THE PRELIMINARY EXPLORATION OF RISK MANAGEMENT MATURITY MODEL WHICH APPLIES TAIWANESE RAILWAY OPERATORS–A CASE OF THE RAILWAY OF TAIWAN SUGAR CORPORATION

近年國內外鐵路系統普遍導入安全管理系統（Safety Management System, SMS），以系統性方式整合多項安全管理實務作法，期望能有效提升鐵路營運安全。為了解營運機構SMS所處運作階段，鐵路先進國家開始發展相關工具以衡量SMS有效性，並藉此找出未來精進方向。本研究首先回顧能力成熟度模型及英國風險管理成熟度模型文獻，以台糖公司專用鐵路作為研究標的，建構適用於此之評估模式及準則，透過該評估模式與準則研析台糖公司專用鐵路目前所處SMS階段，同時將研究成果提供台糖公司作為未來擬定相關精進策略與行動方案之參考。

In order to improve the safety of railway operation efficiently, the railway systems have commonly brought Safety Management System (SMS) into itself by integrating the multiple safety management practices systematically for the past few years. Recently, the tools for evaluating the effectiveness of SMS have been developed by some countries to understand the stage of SMS which the operating organizations are in, and find out the advance direction by the way. Therefore, this research would review the Capability Maturity Model Integrated (CMMI) and Risk Management Maturity Model (RM3) first, and then take the Railway of Taiwan Sugar Corporation (TSC) as the object of research to construct the evaluating model for itself. Eventually, analyzing the status along with the criteria of risk and safety management of the TSC’s railway will be the research findings for TSC as reference to draw up advance strategies and action plays at the same time.
