Police traffic stops are conducted in accordance with the Police Power Exercise Act. However, the Act leaves out explicit criteria as to when to initiate such stops. Consequently, unless there is an apparent traffic offence, the decision to stop individuals or vehicles may be left to officers’discretionary judgment based on their experience.This paper was inspired by an actual case in which a female music teacher was stopped by a police officer in Zhongli District, Taoyuan City. During the stop, she challenged the officer’s grounds for his action and subsequently lodged a complaint against him. This incident underscores the possibility that officers’lack of experience may lead to flawed police stops, ultimately leading to public grievances and other ramifications.This paper focused on management, innovation, education, function, and laws and regulations as point of research, and probed into the issues of innovation and transformation, management and planning, education and training, function and value, laws and regulations and policy. Research methods of document analysis and questionnaire survey were employed, with the collected data being compiled and analyzed. The outcomes of this research were expected to contribute to the enhancement of training and learning efficiency, the assurance of human rights preservation and law enforcement effectiveness, the reduction of carbon emissions, the provision of safety assurance, the cultivation of university-industry-government partnerships, the facilitation of incentives for entrepreneurship and innovation, and the improvement of the police image.This paper found that the integration of digital technology into police education, training, and law enforcement is a crucial trend in the fight against illegal activities and the investigation of crimes. The findings of this research can serve as reference for police institutions in law enforcement and police education. |
