Since the ratification of the Convention on the Rights of Persons with Disabilities (CRPD) in 2008, Taiwan has been actively promoting policies aligned with its principles. Concurrently, the International Council of Museums introduced a new definition of museums in 2022, emphasizing the concept of inclusion and accessibility. Consequently, this has emerged as an issue for museums, reflecting their societal responsibility to ensure enjoyable experiences for all visitors. This paper compares the development of cultural equity and accessibility policies in museums in the United Kingdom, the United States, and Taiwan. Using policy mapping to outline Taiwan's cultural equity policies and practices from 2020 to 2023. The research reveals that while Taiwan has been actively promoting cultural equity through institutions, there remains a tendency to overlook the needs of the disability community. Although there have been efforts to provide educational programs for persons with disabilities. However, most of the programs are for group audiences. That is, there is still room for improvement in enhancing self-guided visitors’visiting experience, particularly the design of museums’websites to help the visitors understand and access the services that meet their needs. |
