Survey on the Seasonal Foods for Public Consumption during Winter Solstice from 2019 to 2023

衛生福利部食品藥物管理署於108-112年間,協同地方政府衛生局針對冬季期間應節時令食品抽驗,包含湯圓、湯圓配料、肉類製品、水產製品、冷凍調理食品、豆製品、米麵製品及其他應節食品等8大類食品,共抽樣2,975件,並依產品屬性擇定檢驗項目,如食品添加物(含防腐劑、漂白劑、殺菌劑、著色劑等)、殘留動物用藥、農藥殘留等。檢驗結果2,965件合格(99.7%),10件(0.3%)不合格。不合格者包括未依規定使用食品添加物9件(不得於該食品使用2件、超出使用限量5件及使用不得添加於食品之食安風險化學物質2件),1件未依規定標示成分。不合格產品皆已下架回收、沒入銷毀,違規業者由地方政府依食品安全衛生管理法規定裁罰。其中使用玫瑰紅B之違規案,移送檢察機關偵辦並提起公訴,業經法院判決確定為有罪。本研究顯示,經加強市售湯圓、各式配料及其他冬至應節時令食品之抽驗,製售不符規定產品之業者依法處辦後,食品業者已趨向合法合理使用食品添加物。冬季時令及應節食品之衛生安全屬民眾高關注議題,衛生機關仍將持續辦理監測,以維護民眾飲食健康。
英文摘要
The Food and Drug Administration of the Ministry of Health and Welfare collaborated with local health authorities to conduct inspections of seasonal foods for public consumption in winter from 2019 to 2023. A total of 2,975 samples of 8 categories, including glutinous rice balls, glutinous rice balls ingredients, meat products, aquatic products, frozen prepared foods, soy products, rice and flour products and other festive foods were randomly collected. Testing items were determined by food attributes, such as food additives (including preservatives, bleaches, antiseptics and coloring agents), veterinary drug residues, and pesticide residues. The results were 2,965 samples qualified (99.7%) and 10 samples unqualified (0.3%). Illegal use of food additives was found in 9 samples, including 2 samples with additives that were not allowed to be used in food, five samples with detected levels of additives that exceeded the maximum limit, two samples contained food safety risk chemicals that were banned in food, and 1 sample didn’t label its ingredients in accordance to regulations. All unqualified products have been recalled, confiscated, and destroyed under the supervision of local health authorities. Local governments have punished violators according to the Act Governing Food Safety and Sanitation. The violation case of Rhodamine B use was transferred to the prosecutorial agency for investigation and prosecution and has been convicted by the court. This study showed that through strengthened testing of commercially available seasonal foods and punishment of the violators, business operators tend to be more cautious in the lawful use of food additives. The safety of seasonal foods consumed during the winter solstice was of high concern to the public, and monitoring by health authorities should be continuously implemented to safeguard public health.
