On this basis, planning permission can clarify the object of application of building property rights norms by distinguishing the form of buildings, define the situation of building ownership by clarifying the ownership of buildings, establish a complete register and clarify the object of property rights by supporting real estate registration and rationalize civil neighboring norms and coordinate the relationship between them and planning permission litigation by affecting neighboring relations.
