Milestone of China’s Foreign Relations Legislation：Historical Background, Great Significance，System Integration，Inheritance and Innovation of the Law on Foreign Relations of the People’s Republic of China

制定《對外關係法》是對外關係領域貫徹習近平新時代中國特色社會主義思想、堅持統籌推進國內法治和涉外法治、提高對外工作法治化水平的重要成果，也是立法領域加快涉外法治工作戰略佈局，完善涉外法律體系，增強涉外立法的系統性、整體性、協同性和時效性的重大進展。該法具有鮮明的中國特色和時代特征，既從宏觀層面進行頂層設計，形成對外關係法律體系“一體兩翼”的基本格局，也從微觀層面構築起“四梁八柱”的法律支撐；既充分體現堅持中國特色社會主義道路的一以貫之，又充滿以法治思維和法治方式有效應對風險挑戰的與時俱進，守正固本、創新發展的意涵濃郁，堪稱中國對外關係立法的系統集成之作和守正創新之作，在涉外法治建設史上具有里程碑意義。

The enactment of the Law on Foreign Relations of the People’s Republic of China， the first fundamental and comprehensive foreign relations law， is a significant achievement in implementing Xi Jinping Thought on Socialism with Chinese Characteristics in the New Era in the field of foreign affairs， which insists on promoting the domestic rule of law and foreign-related rule of law in a coordinated manner，and enhances the level of the rule of law in external affairs. It is also a great progress in speeding up the strategic layout of foreign- related legislation， improving the foreign-related legal system， and enhancing the systematization， integrity， coordination and timeliness of foreign-related legislation. This law has distinct Chinese characteristics and the features of the times， forming a basic legal framework of “one system with two wings” from the macro-level design， and building a supporting system with “four beams and eight pillars” from the micro-level. It not only fully embodies the consistency of adhering to the path of socialism with Chinese characteristics，but also is full of the significance of keeping pace with the times， maintaining the solid foundation and innovative development by effectively responding to risks and challenges with the rule of law thinking and the way of the rule of law. It can be regarded as the systematic integration and inheritance and innovation work of China’s foreign relations legislation. And it is indeed a milestone in the history of China’s legislation concerning foreign-related affairs.
