行政院改組後新院長謝長廷於2月1日召開上任後第一次（臨時性）院會中指出，新內閣是一個共生內閣，以和解為中心理念，以對話為溝通方式的內閣，他強調對話，和解、共生、協商這些原則，不應該停留在言詞與口頭階段，而應落實在溝通中。

During the first meeting of his Cabinet since he took office as the new Premier of the Republic of China, Frank Hsieh said that the newly reorganized body would be a Cabinet of synergy, with reconciliation as its central concept and dialogue as its method of communication. The principles of dialogue, reconciliation, synergy, and negotiation should not be limited to talk, he stressed, but should be put into practice.
