It was determined on the 20th CPC National Congress that the central task of the Party will be to advance the rejuvenation of the Chinese nation on all fronts through the Chinese path to modernization. It was also noted that peaceful development is a defining feature of Chinese modernization, and that building a community with a shared future for mankind is one of the essential requirements of Chinese modernization. Independence, peaceful development and multilateralism are three key words for the interpretation of the Chinese path to modernization under international law. Independence is the historical conclusion that the Chinese Communist Party has drawn from its endeavors over the past century. From the perspective of international law, it means respecting the principle of state sovereignty, defending core national interests, and promoting greater democracy in international relations. Maintaining peace and advancing development is among the fundamental values of international law, as is the consistent position of China from the Five Principles of Peaceful Coexistence to the advocacy of building a community with a shared future for mankind. The Global Development Initiative and the Global Security Initiative, which meaningfully link peace and development together, are new important international public goods China has contributed to the world. Pursuing true multilateralism calls for openness and inclusiveness instead of closeness and exclusion in the relevant institutions and practices. All forms of unilateralism and“fake multilateralism”shall be firmly opposed, and the so-called“effective multilateralism”should be taken with a grain of salt. |
