桃園捷運綠線G07 站被視為桃園市捷運路網「三心六線」重要開發站點,因站區位於台鐵桃園車站,也是未來桃園鐵路地下化指標工程,施工單位桃園市政府捷工局動工時發現訊塘埔文化、清代及日據時期鐵道遺構,工程停擺15 個月,經文資審議會同意以翻模、提取、3D 保存方式保留發現文物、遺構後復工,然文史團體認為應該原地保留,並發動民眾連署。
當政府重大建設面臨文資保存議題究竟孰輕孰重?本文由桃園捷運綠線工程施工時所發現的文物保存爭議源起,借鏡法國社會學家莫里斯•哈布瓦赫(Maurice Halbwachs)的集體記憶(collective memory)做為理論架構,闡明集體記憶是可以被建構,並在其後論述台鐵縱貫線鋪設與桃園鐵路地下化工程路線重疊史料,推論未來施工仍可能挖掘出鐵道遺構,在現行文資法的規定下恐將面臨無限停工循環,唯有建立民眾對文化資產保存的集體記憶,才能在重大建設與文資保護取得雙贏。

Taoyuan MRT Green Line G07 station is regarded as an important development station of the ''Three Hearts and Six Lines'' of the Taoyuan MRT road network, because the station area is located in the Taoyuan Station of the Taiwan Railway, and it is also the future Taoyuan Railway Underground Index Project, the construction unit Department of Rapid Transit Systems, Taoyuan found the remains of the Xuntangpu culture, Qing Dynasty and Japanese occupation period when the construction started, the project was suspended for 15 months, and the Scriptures and Resources Council agreed to retain the found cultural relics by mold turning, extraction, and 3D preservation. After the posthumous construction resumed work, the cultural and historical groups believed that it should be preserved in place and mobilized the people to joint signature.
When the government's major construction is faced with the issue of cultural resource preservation, which is more important? This paper draws on the collective memory of French sociologist Maurice Halbwachs as a theoretical framework to clarify that collective memory can be constructed, and then discusses the overlapping historical data between the laying of the Taiwan Railway Longitudinal Line and the underground route of the Taoyuan Railway, and deduces that the railway remains may still be excavated in the future. Under the provisions of the current Cultural Resources Law, there may be no stoppage cycle, and only by establishing the people's collective memory of the preservation of cultural assets can we achieve a win-win situation in major construction and cultural protection.
