This study examines the mental health issues caused by the COVID-19 prevention policy (lockdown) implemented in Hubei Province, Mainland China in 2020. Self-reports from 10 subjects were coded and analyzed, and their mental health was analyzed using DSM-5. Then, the principle of proportionality was used to evaluate the lockdown policy. This study found that the lockdown policy caused people trapped in locked-down cities to develop generalized anxiety or depression. Local governments did not devote resources to mental health until it was too late, so the factors related to addressing mental disorders had almost no relation to the local governments. As for the principle of proportionality, even if lockdowns were beneficial to preventing the spread of COVID-19, they led to mental health issues, therefore they cannot be said to meet the principle of proportionality. Therefore, the controversial lockdown policies should shows that both physical and mental health issues should be considered when implementing public health policies. |
