This study aims to develop practicable suggestions for a Taiwanese public library policy based on practitioners' and experts' perspectives of the current situation and policy development. Policymaking related to the development of librarianship helps provide guidance for future development. However, such documentation has not been found in Taiwanese librarianship to date. Through in-depth interviews with ten public library directors and division chiefs, this study investigated the role definition, difficulties and solutions, innovation services, and future prospects of public libraries, which formed the basis for planning the draft for a Taiwanese public library policy. Finally, expert consultation with three national library directors and three scholars confirmed seven strategic areas of focus, including: (1) learning and literacy, (2) diversity and inclusion, (3) exchange and experience, (4) expertise and growth, (5) digitalization, (6) connection and collaboration, and (7) collection and heritage. Findings of this study can be used for planning future development of the public libraries in Taiwan, which in turn helps promote Taiwanese librarianship and sustainable development. |
